Help?

So, I'm incredibly new at this... I'm sitting here... trying to figure out how to get to vermilion city. Right now, I'm doing a quest for am oddish who seems to have gotten into the pokèmorph virus. The quest takes me down the trail to where settro is. But it needs me to off course to the left, or the characters right in game, but the path is blocked by a guy and his arcanine. And the tunnel seems 5o be blocked by a dude in a bug outfit who refuses to le5 anyone through. So... Help? Please?
