The fact remains it legally has the ability to do as it wants with the countries and as such make demands of them. It's like a private in the army is under the command of a corporal and the corporal orders them to take their mask off and die to potential toxic gas. The authority over the private is still there... even if the private refuses.
4334: Don't argue when you're in the wrong about how things would play out when you've got nothing but guess work to back up your argument.
