I'm sure you could acquire zip ties from the nearby soldiers. Zip-ties and tape isn't something they usually outfit you with in this XCOM scenario. Arc Throwers are the weapons usually used to capture folks, especially aliens, but it's a special weapon and not something you would just happen to have either.
