So yeah, as the title says, this would be a magic girl style RP, and, to be honest, it would probably be something in between Sailor Moon, Pretty Cure, and Madoka Magica in terms of tone and story, as show here:

Magical girl RP, huh? Well I would like to expand my horizon on stuff and I do have a bit of an idea on a character, although it's not so much on the magical side... eh, I could create a new character all together and have her be a part of my own little world. Sign me up!

I'm highly tempted to join this RP... already have an idea forming in my head. I would actually like to see a bit more background to this before I full decide on joining. I do have a couple more questions as well:

1. How will you handle power development?

2. Will these magical girls have some sort of magic pool to draw within themselves, and have to replenish it every so often? If not, what is the source of their power?

3. Out of curiosity, what do you mean by T and CD under gender? I'm drawing blanks here, forgive me if I look stupid for asking.

I think that the T stands for Trans, but I'm not sure about CD. I could be like you in that, it's not something that I know off the top of my head.

Also, considering one option I am going for, does it matter on how our characters transform?

1. I wanted it to be stat lite, but, we could always figure something out. Maybe every X number of Y's preformed increases the number and severity of spells useable.
2. Powers are recharged when the magic girl goes to sleep, or "when induced, via the use of external organic or in-organic objects, a series of convulsions accompanied by moaning and the discharging/intake of liquids, with the more time spent in such state resulting in more power, including the option to temporarily overpower your self."
3. T is transgender, but CD is

crossdresser, meaning your character's gender is actually the opposite of the one it is dressed as or identifies as.

As for the transformation, no not really. They all should only take one turn and usually have some sort of forcefield allowing you to take your time...unless, we want that to be a higher tier thing if we do do upgrades.

Actually I was thinking more on how they transform, like would they use a special device, say a few words, or some other matter of becoming their hero persona? Because one of my ideas is not really a magical girl, but she does have some inspiration after the grandmother of magical girls, Cutey Honey (despite being more of a superhero than magical). I'm not sure, I do have a back-up in case things don't fall through.

Personality: Quite reserved, but would do anything for someone who is close. Could also be described as chaotic good.
Backstory: Ciera really spent most of her childhood on her own, more down to her having no siblings and her having an obsession with technology. This lead to her wanting to choosing to continue education in Technology, ICT, and things of that nature, and her first part-time job being as a mechanic. Even during her free time, she would spend most of it tinkering with different electronics to figure out how they work, and trying to make her own. She really has no idea about her powers...

Powers: Technomancy, but only has a basic understanding of it. Can only really control basic machinery she may make and REALLY basic machinery she didn't.

Kinks: Tentacles, symbiotes, oviposition, plants, slimes, electronic toys (A given XD)
What To Avoid:Guro, watersports, scat, heavy bondage, heavy vore

Tell me if I need to fix anything. I may fix it up in future anyway, since there is a couple of parts I may revisit when my brain is working again...

I find the answer to #2 far more amusing than I should have XD

I honestly don't think we should get a force field for transformations, starting off (or at least a very strong force field). I actually think it would be more fun if the enemies could try to take advantage of our characters during their transformations. As for the single city, I'm down with that. The private academy could be rather interesting in my opinion, maybe as a gathering point for magical girls? Also, I don't have a preference as to whether or not we should have stats, I was just curious on what you have planned for us to increase our magical prowess.

Magical Girl Appearance:
As Destiny K, Kiha wears a white frilly corset, with yellow accents around the edges, waist, and breasts. It’s connected to a yellow skirt that goes down to her knees, She also wears long white gloves and long white boots, both bearing yellow stars along their lengths. Wrapped around her neck is a long yellow scarf that flows in the wind, and her pigtails are considerably lengthened in this form. Her hair also sports a pair of star shaped hairclips, one for each pigtail.

Personality: Kiha is bubbly and fairly excitable, but she tends to ramble on, or use strange phrases in her speech. She also tends to go overboard with her actions rather easily. Some have called her crazy, others say she’s in her own little world. Kiha just says that nobody thinks like her, because it’s hard work being Kiha.

Backstory: Kiha always had trouble making friends, but not for lack of effort on her part. Her parents had to constantly move her from place to place thanks to her father’s job, and she always seemed to be rather disconnected from the rest of the world. Kiha always believed that the world around her wasn’t much, and that she would be one day destined for something far greater than what she was experiencing right now, that all she had to do was catch up to her destiny and she would be fine for the rest of her life.

Powers: Kiha’s powers are based on the stars themselves, which manifest in 2 ways. The first form her powers take are magical bolts of energy that she can shoot from her hands, or call from magic seals. One magical bolt alone doesn’t hurt very much, but she can produce a multitude of them at once, so long as she has the power to create them. Eventually, she might be able to give these bolts extra properties, such as homing. The other form of her powers is a 6th sense, which help Kiha predict enemy movements and warn her of danger. However, this 6th sense is fairly weak, and it stops functioning if Kiha is sufficiently aroused (see kinks).

Kinks: Kiha doesn’t know this yet, but monstrous creatures turn her on without fail, especially anything with tentacles.
What To Avoid: Vore, Gore, Watersports, Scat, Heavy BDSM

(Kiha is pretty much a magic missile mage, yes XD)

Oh, that's what you meant. I suppose that it would be on a case by case basis, as Mono-*#a decides.

Ok. I didn't want to have stats, so I really hadn't thought about progressing that much either (a bit short sighted on my part). Ok, so what would be a good "X" actions performed "Y" times to use?

Hmm, here's my suggestion:

As far as I know, magical girls rely more on their own powers instead of actual equipment, so they will need to focus on honing their abilities. They likely get stronger after every few battles or so. So, what you can do is that every time a player successfully goes though x amount of encounters, their powers begin to expand. This amount can vary as well, depending on the difficulty of the battle, or how experienced the magical girl is already. Training could also play a part in power advancement, although I would imagine that it would be less effective than facing an actual threat.

Lets say that we calculate this like XP. Training/battling weaker threat is 1 XP, battling a worthy threat is 2 XP, and battling a powerful/overwhelming threat is 3 XP. A magical girl needs 2 XP to increase her powers the first time, and then more for each power increase. Each time her power increases, she chooses what she learns, whether it's a new power, or an expansion to another power. Ofc, players shouldn't expect to gain really good enhancements right off the bat, those shouldn't be available until they have a few power increases under their belt. Mind you, you don't have to measure it as an actual number, I'm just throwing those out because it's more visible and easier to define. The values can easily be changed as well, the only big problem would be deciding how to measure which upgrades would be appropriate for each power increase.

Personality: Very excited, determined, civil and upholding of peace. Also a little clumsy and sheepish around people she likes, but can keep a warm and friendly smile at all times.
Backstory: Nathalie works for the local government as a secretary, just doing pretty much all of the paperwork, meeting plans, and scheduling. After a while she starts dreaming up becoming a defense attorney, wanting to protect people after learning about a scandal brewing in one of the offices involving a local gang of criminals. When spying on these criminals, she found herself literally blending into her surroundings, making her curious about how she was able to do such a thing, and she's now wondering if the criminals will come after her if they find out about her powers. To help her, a local scientist made her a special suit that will help control her abilities, even adding a Super mode which can only use once every two days for five minutes, along with something to protect her identity, becoming a Rider and allowing her to finally be able to protect the people of her city.
Powers: Camoflague, Invisibilty, Transformation, Flight (Super mode), Speed (Super mode)
Kinks: Dicks, leather, electronic toys, oils, exhibitionism, demons, tail sex (getting pegged by the tail), motorcycles
What To Avoid: any body excrecion other than cum and milk, heavy bondage, vore

Just to note, she wouldn't mind cum or milk, it's everything else from the body (basically clumping guro, scat, watersports and the like into one group) that she (and everyone else apparently) is not a fan of. I wouldn't mind some lactation, even I'm not that big on it. Let there be milk!

Magic girl outfit is the clothes you see in the picture but crimson red instead of black. White mask is also on her face when dressed as magic girl. (P.S shackles are defiantly not there.)
Personality: Calm, kind, friendly. Likes to remain in the company of others.
Backstory: The mask of the masquerade is a relic that has been pasted down Val's family for generation with it's true purpose never relieved. The Valentine family's job was to watch over it for the rest of time for it was believed to be a cursed item that slowly kills it wearer. Val was the next to inherit the mask after her farther died last year as her mother had no knowledge of it. However curiosity eventually got the better of her leading to her trying it on late at night. Her next moments were filled with agony as the mask infused her with it's powers forever linking them together. Now she's stuck with the mask unable to leave it behind because of this link, carrying it around with her at all times, keeping it's power close at hand.
Powers: Hemomancy (manipulation on blood). Experimenting with her Hemomancy powers Val has learn that as long as she has magical energy left the blood that is used in spells is replaced quickly, meaning that further use of spells without energy is a risk to herself. So far she has learnt two abilities the first being the ability to shoot bullets made of her blood out of her finger tips. The second is the ability is the to make a rapier put of her own blood to use as a melee weapon. Her mask is surprisingly quite the talker who just loves to have a telepathic chat with her something not as the best of times, however he does have a sensory ability that helps warn her of trouble even if its not perfect at times.
Kinks: oil, slimes, demons, tentacles, plants.
What To Avoid: Guro, watersports, scat, heavy bondage, heavy vore
