They're incomplete. They're set apart, with a low priority. I never said it would be like this and its all done with them, did I?
As for powerups that change Peach appearance FOR PUZZLES/QUESTS/PLOTs, like the apron, those are to happen only with triggered actions, like when Zess T forces her to use it (these are not working yet, sorry). But they're in the list. I wont be saying 'the game is complete, wow, now I am gone' without coding those.
There will be other outfits with their own icon (like the apron and the classic dress) that just makes Peach change the current outfit, but for those special scenes only. So yes, they will serve for a given purpose.
There will be outfits that will be powerups, like Yoshi. I plan making her wear it, then she would have protection in her feet (like a boot) in order to walk past nipper plants and spikes. Also, male Yoshis will be horny to fuck her if they find her using it. They would 'run' (trot), like when Mario gets hit while riding him), but this time he would be going towards her to fuck her like crazy.
Another outfit being a powerup: hammerbros. Peach will be able to throw tons of hammers. They will be 'overkill' to enemies, but she would walk slower. Also she could protect herself when we press 'DOWN' (crouching), being a shell with hands/arms that forcers her to be inside of her shell.
Another outfit being a powerup: Nurse. She will be able to throw pills, which will give diverse effects to enemies: pop them, freeze them, make them horny, stun them (paralyze), and so on.
Yet another outfit being a powerup: penguin. Peach will be able to 'fire' iceballs. They will freeze enemies for a while. I dont know if you can pop them down by firing tons of iceballs, I havent played New Super Mario Bros yet.

Please stop right here! Outfits were one of the main things I wanted to add after forking from Blargh's version. This is in the conceptual MIM PUT. Thats not 'Ivan ignored us'. Forget that thought, ok?

Again I disagree the 'whole team is disagreeing'. And those outfits are almost all inside Mario universe (except sling and swimsuit. Koopa Slave is not related to any Mario game but they're well documented in fanfictions and some hentai pictures). They're not custom outfits from non-mario games anyway. I am not doing like Blargh did, with 40+ outfits, thats not the intention. And I was going to add some customized ones (5+), JUST them, then I went back, maybe adding just one or two in the future (or maybe I gave up of that idea).
See, you are outdated, or you forgot the reasons, or you are rushing to your conclusions.
A given person can be sure I was not listening to him if:
1) I havent answered him yet (You made me to refer to him -> Gorepete. He hasn't answered me since months ago, and he promised to make a given scene for PUT. He said that he was busy but then he disappeared. I found him making a new game). I've sent a PM to him, he never answered it (neither in his thread). I can say he havent listened to me in this case.
2) A given person discussed with me about a couple of features, I promised to make many of them and I gave an end date, then I havent done any of them, or I just ignored it without explaning my situation.
3) A given person discussed with me about a couple of features to be removed, then I just said 'I want them because I want'. He decided to think about other areas of the game. I've kept saying 'I want becuse I want', without any more reasons.
None of these are true in our case.

I know. But well, I always try to see all people sides. And yes, adding scenes wont add bugs that impact the entire game (at least in 95% of cases) because the code is self contained in a given enemy. Its boundaries are limited to the way the enemy interacts.
I keep trying to see the 'unnecessary' features in PUT, and sorry, I cant find them. Because all of them can be special and expected according to the player's desires. It's up to him to select which ones he/she wants. Like I said in the former pages, adding the Belly added up to 20kbytes (I am not lying!) and it doesnt touch the game speed like 1fps. Maybe 0.1fps (if its activated).
Scenes are never enough, I agree with you.

And that content makes me enthusiastic, because I am doing what I was dreaming to do when I was Blargh's pupil, in his thread: make each enemy have his special scenes with Peach. Now with different Peach poses. We can see her butt. We can see her pussy. We can see her legs bent (like the Bumpty scene 2), while facing frontside to us and getting ashamed due to the penetration. We can have unimaginable poses, penetrations, and other feelings and moments. The scenes are much more modular since Blargh's era. I can change her expressions using a single command. I can cast sounds faster, using another single command. I can make her say different sounds (oh, no...help! , aaaaah) with a single command. I have code that controls the flux of the loops. And I can even move hands/objects from different places if her boobs are with a given size. We just need ideas now. Scene sketches (even ball and stick drawing works). If someone do that on a constant basis, I would make 1, sometimes 2 scenes per day (with quality). 1 picture worths 1000 words. 1 video (or 1 interactive game) worths 1000 pictures. 1 interactive game with tons of scenes worths 1000 interactive games.
