Mirror (mental, Int based, given the workings?): If she knows the powers of someone she can see in her vicinity, she can copy these powers. Works only while she's near the person she's mirroring, can only copy powers she knows the Gifted is possessing. For example, if she was near Superman and knew only that he's super-strong and invulnerable, she would be able to copy these two powers, but not his heat-vision. Vulnerabilities are short range (about 20 meters), the need for the information and for the line of sight for the initial mirroring, and opponents immune to their own powers. If she mirrors (another example) pyrokinetic immune to fire, they can't do much to each other.
If there will be "leveling" to increase character's powers later, I suggest things like longer range, time delay before her copied power fades, copying of powers she doesn't knows of, maybe reflecting of powers.

Anna was born just before the World War. Her parents were just common middle-class workers, but unlike many others, they all get through the war unscathed. Her older sister, Lisa, was Gifted, with shapeshifting powers. Anna discovered her own power thanks to her; when she was still young, she has envied her older sister and often wished to have some cool ability like her. They were both very surprised when Anna accidentaly copied Lisa's power for the first time. At first, Anna's power was barely controlled and worked only on touch, but Lisa helped her to train it to its current state and advised her to keep it hidden, in hope her little sister will escape bad experiences she had with mutant-haters. Lisa tried to help enhance public view of mutants, but about ten years ago, she was killed when anti-mutant protest turned into a massive, violent riot. Anna, teenager then, was devastated by her sister's death.
She kept her secret...it was useless without another Gifted individual in her vicinity anyway. Ignoring her parent's fear of repeating of Lisa's fate, Anna decided to continue her sister's work, even during studies. She was vocal pro-mutant activist, joining the internet comunity of mutant fans and later even getting her own Youtube channel talking about mutant isues, often citing her sister's dead as a reason for her support of Gifted individuals. She studied to be a lawyer, defending mutants accused of crimes (not too major, though) and appealing for some changes in laws to better account for the mutant powers. Thanks to the videos she's still making, only at slower pace due to her work, she's well known, but her fame as a "superhero fangirl" and mutant-lover earned her some enmity in anti-mutant circles. She ignores threats and insults as best as she can and managed to escape any real harm, but after some acts of vandalism, she's learned how to defend herself.
Currently, Anna bought an appartment in Nirvana to get closer to the largest mutant community in the world. She's just moving in, not aware of the riot so similar to one that cost the life of her sister...
Anna keeps her power secret. She doesn't like "mutants" as a name for superpowered individuals, using Gifted herself and trying to convince others to use it too. She's calm and confident, and tries to not get into trouble. She knows a enough from martial arts to defend herself against unskilled individuals, but she's aware possible oponents will be physicaly stronger. To deal with that, she's often carrying a self-defense arsenal consisting of legally owned gun, pepper spray, telescopic baton and a paralyser. Although she hasn't actually needed to use the gun, she's training at shooting range regularly and won't hesitate to use it to avoid her sister's fate.
