That's a clever idea. He'd be all bark and no bite. But then again, in the original game he's constantly trying to battle you at inconvenient times. . I just figured it would be funny for him to be way less than we expected him to be, specially after that speech in Pallet town.
What I had in mind was that he was actually getting all the gym badges through his cheerleaders, hell, they would even get him through the entire elite four and make him a champion, and thats when the protagonist gets in the way and, after defeating all his cheerleaders, defeats Gary and becomes the champion or some other clever thing for the ending. My idea was that Gary would just be a smart boy using his charm to manipulate the girls around him to do his bidding.
On the other hand, Gary could be a decent trainer and follow the usual rival's path, but after defeating Gary, the cheerleaders would plot some kinda of revenge against Ash for harming their precious Gary (possibly fuelling a side story, a hard battle, etc.).

I am referring to the pokeball trick above. I am unfamiliar with the manga as well.
The "pokeball trainer" is called Green (in the north american translation of the manga), she was based around the design of the possible female version of the player in the first pokemon games, which was scrapped and didnt make it in the game, she was only shown in the games later on the remakes of the first games, FireRed and LeafGreen, although her design was reworked and I think her canon name for the games was changed. She's actually a very interesting character early on, her first appearance was when she scammed Red (manga's protagonist and Ash's counterpart) into buying a bunch of malfunctioning products for his pokemon by seducing him. An interesting fact is that she actually steals her "starter" pokemon (a squirtle) from professor Oak, I guess humbird0 almost unintentionally referenced her story with the red riding hood character, although Green is WAY less naive than the red riding hood.

This manga is pretty good, its light-hearted for the most of it, but it aint afraid of making a few more adult jokes/action scenes every now and then. As opposed to the anime, the protagonists of the manga change for every new region, I find that pretty refreshing. Also, the manga isnt afraid to recognize pokemon's potential as weapons, plenty of the strong villains are capable of ravaging an entire city just with their pokemon, even if they are not legendary. I would recommending reading it, but Im afraid people would beat me for taking your spare time
