I believe it needs some fire in the top of his head, because seems like she's bald.
Also I think bigger wings would be better, it's suposed to be legendary.

Ehh. I don't see it. Is the fire even supposed to be the hair? I don't think so, the way the feathers go down between the eyes, that's simulating bangs, right? So the fire's not the hair, but the orange feathers around the white, wouldn't it be? Maybe I just spend too much time around bird anthros if I'm the only one who can see it at a glance.

So if that is the case, I'd suggest more detail-work to make it immediately obvious! It wouldn't be complicated, just a loose feather or two around the top or such. Easier to do than to draw the fire out to the front too, I'd think.

Hopefully he wasn't going to or from NYC, if so, we wont likely see anything from him for at least another few months. (clean up is still going on down here, and we have a long ways to go)

Make that two dozen, It's on Page 24. Those are the ones that have art and are going to be in the game, right now it's just Spearow and Pikachu.
