Download and install the RTP. That's all - after that you'll be able to play the games using that particular RTP.
Remember that each RPG Maker has its own RTP.

It needs to be installed on the C drive, to work (or that is just my computer)
Their are 3 RTP version's, try installing all three

Oh, and if you are using windows, and the game crashes on load
For Win7 Go
- Control Panel > System> Advance System Settings > Performance > Settings > DEP > Then select the Exe file
*This works mostly of the time when programs crash, not just RPG marker games
