any advice on program for drawing for Flash?

I've seen video of someone drawing in Flash, and it looks very inefficient. What's the best programs for drawing? It's been ages since I touched Flash. Does it use vector graphics? Does that animate the easiest?

Also, is there any explanation for the differences between the 3 Flash packages in the sticky thread Getting started with Flash (how to make an animation)? It's kind of hard to tell by the description there, especially not being familiar with the components they're listing.

Oh I see. the Creative Suit 5 Web Premium contains a lot of stuff, which is why it's not just in the Flash section on Adobe's site... I'm guessing Adobe Illustrator might be best for making vector graphics for Flash? Not sure I need that whole suite though.
It looks like "Adobe Creative Suite 5 Web Premium" contains the third program listed, and perhaps the second one is more simple since it says it has "basic" rather than "advanced" ActionScript editor like the other two.
Not really sure what Catalyst does though. Maybe it's supposed to be like a Wizard tool. I have to imagine it's not necessary for putting Illustrator vector graphics into Flash.

Adobe Illustrator is very powerful. It uses vectors. One of the Corel products looks nice. Anime Studio Pro 7 is great for fluid animations, but not optimal for flash. Or u can just use it to make GIF images, but this takes too long. If anything, use Anime studio for mocap and Illustrator for tracing and drawing and stuff.

Illustrator and Flash are both vector-based. Illustrator has stronger design tools, while Flash has a timeline and scripting language. For digital drawing/painting the go-to program is Photoshop because it is raster-based. This makes it easier to simulate traditional mediums as well as utilize custom brushsets. Illustrator is more used for commercial art that needs to be resized without losing its print quality.
