I'm sure what the exact criteria is for starting a game topic. Tentacles Thrive had a topic for months before they uploaded anything playable, but lots of sample artwork stuff. General or discussion forum seems to be good for incomplete games if you want to start receiving feedback on ideas.
If you mean that the game itself is partially done, then just upload it to the Flash or Non-Flash forum as appropriate, none of those games are finished.
