b) could be argued, as the rolling stone is irrelevant in that case; the velcro is doing the gathering.
Besides, in both cases the amount of gathered moss is debatable as well, since the rolling stone would crush it, meaning after a time it would only have a mossy paste to which no additional moss can adhere to, so in truth a rolling stone only gathers moss if the conditions for it are ideal, or artificially engineered, and only for a limited time, as the stone could continue rolling long after it has lost the capacity to accumulate any more moss
