This is a longshot but i remember a game where you start off in a small shack and can move in each direction a tile (north etc) and would encounter npcs such as farmers and mutants (blue or green bald) and you can choose to persuade or combat which was turn based. There was a small town in which the council would give you a place to stay and a few shops to buy armor and weapons
