The thing is he would not achieve decent results with MS Paint, it's ok if you have to edit something easy, personally I use them to clean the rubber dust it gets attached to the drawings. Also working on a so small scale doesn't makes you any favour. You loose a lot of details, for example Voltorb's eyes. Not to mention the amount of time you loose coloring something because the bucket tool only works if the collindant pixels have the exact same colour.
Photoshop has a magic wand tool that allows you to select similar regions by adjusting a tolerance, and then do whatever you want with that region. I know there's a link somewhere in this post where you can get an older version that adobe offers for free.
the shading tutorial video has been speed-up, so let's imagine that it took him 30 min, each pokemon has 3 poses, 1h 30 min, 130 pokemon or so that will have this game, 195h. And I didn't count the trainers nor the scenes. Also we didn't considered that some poses will have much trouble than others. So if we can only save him 10 min in each pose, we will make him save 65 hours that he could spend on bug fixes, more quests, gameplay improvement, etc.
