Anyways, I don't remember what your original plans were for the rocket balls, but I just had a thought: when you find mew doing the transformations (assuming another idea doesn't pop up that completely outdoes the current poll), it talks to you and magically changes the pokeballs so that they can capture female trainers, so they stop catching pokemon and to restore the balance or something else that isn't so cliched. Besides, Mew's probably getting pretty tired by this point.
