Kha'Leestar is the capital planet of the Galaxy, where the main space station is located and where all the soldiers get their orders from, Kha'Leestar earned its place as the capital of the galaxy after winning a one hundred years war against most planets in the galaxy, now, it is a massive economical industry, not only that, but it has the biggest army in the galaxy, if you're an outlaw, you know its dumb messing with them.

Last place you were in, the moment you were accused for a crime you didn't commit, you stole a ship and fly the hell out of there. current soldiers in the station. one million and a half, aproximately.

Phi'Khizta is a planet located in the outer rim, outside the galaxy, it is a diplomatic planet, well, only half of it, the other half is ruled by outlaws and criminals, the perfect place to go into hidding, get information, or weapons, ships, and a crew, if you're a law enforcer, get the hell out of this place, if not, Welcome stranger.
Phi'Khizta diplomatic Capital: Kaleria
The diplomatic capital, ruled by corrupted politicians and greedy merchants, yeah, they want the people to think they're diplomatic, but all they are is corrupted assholes.
Phi'Khizta Criminal Space station Meh'deir, also the capital of the criminals:
This is the place an outlaw can get womans, weapons, ships, and a crew, not fancy, but something to begin with, it is also a good place to hide, if you avoid all the gangsters and criminals trying to kill eachother, and you if you look at them the wrong way.
Meh'Deir Pub
if you want specific information, HERE is the place where you can get women, weapons and the other stuff mentioned before, BUT BE CAREFUL, this place is filled with criminals looking for the same, if you steal a contract, you better be faster and deadlier than them.
