The most basic advice I can give:
1) Have your framework for a plot, setting, etc. firmly established, first and foremost.
2) Write an intro. Most people usually do this in the form of a narrative. This is to introduce people to the thread.
3) Expound in detail upon things that will be important to players to understanding the thread, like the setting, the goals of the characters, what the gameplay will entail, etc. It is important to remember that detail is one of the resources players will draw upon when creating their characters.
4) If you're using any specific mechanics (dice-rolling, etc.) explain how they are going to be implemented, and of course provide a bio template so people can create their characters.
Browse some of the other threads in the Out of Character subforum to get a sense for what I mean. You'll see that most thread creators follow this general structure in that they provide as much pertinent information as possible.
