The Neo-Hood mercenaries - who got their name from the classic tales of Robin Hood and his merry men - are a PMC company in a similar vein to CELL, though with some notable differences in policy. First off, they are an extra-national group not allied to any country or corporation in particular. Secondly, their operatives are known to make custom modifications to their choice weapons, allowing for more tactical variety in the field. The most notable difference, however, is that they don't just wait for someone to ask for them.
Instead, Neo-Hood offers their services to clients of their own choosing, usually after hearing about the relevant situation through the news, and sending covert scouts to ascertain the headlines' accuracy. Add to this how their choices are often the ones seeking the most respectable ends and the least bloodshed, and they have become much like their name's inspiration in the eyes of the common man. This goes hand in hand with their slogan: "We charge only a small price to pay for what's right."
In the case of New York, the Neo-Hoods worked together with Alliance forces against CELL, but as could be expected, they were scattered when the Seth showed up. Alex's Falcon Squad, as well as their cohorts in Serpent Squad, both made it back to their outposts beyond city limits (which are effectively the same as settlements), though the fate of Tiger Squad - which was last seen providing cover-fire for their allies to escape - remains unknown.
Inventory:
*1 Magnum Pistol, customized to fire shotgun-like shells, which give it a spread-fire of 5 shots per shell. The downside, naturally, is that this causes more recoil, and makes it ill-suited for long-range combat. Alex has affectionately nicknamed it "Jack," after his old roommate from college.
*1 Auto-Pistol, customized with a longer barrel for better range, and a detachable scope piece to aid his accuracy. Alex nicknamed this pistol "Jill," after a childhood friend of his.
*1 wrist-mounted switchblade bayonet, used for close-quarters engagements when Jack needs a reload, or is tactically inadvisable.
*1 Neo-Hood standardized armor set. Includes helmet with built-in comm systems, military-standard protective parts for the limbs and torso, a health monitor, and a tactical PDA stored in a pocket on the utility belt.
*1 full supply of field rations, which can be replenished at his outpost.

Alex grew up in the messy city of Detroit, so some elements of being tough life forced him to learn. The rest, however, he learned after graduating from his basic army training, and suffering under an inhumane C.O. that he ultimately got court marshaled, on account of human rights violations against his subordinates. He retired from the U.S. Army after that, joining up with Neo-Hood rather quickly. Their priority on moral standing was something that drew him in easily.
It didn't take long for Neo-Hood to realize Alex's abilities; he's an expert with dual-wielding, and while his moves with dual pistols earned him the nickname of "Gun-Fu Master" among his squad-mates, he shows a knack for remaining calm and careful in the field. He steadily rose through the ranks, until he reached the rank of "Captain," and was assigned as Falcon Squad's field commander. Despite his higher rank, he gets along well with the rest of his squad socially, and this charisma helps him out significantly in his command duties.
