Alright, looks good to me. Though the weapon part seems a bit weird to me. Like I don't think element needs to cost points as long as it's either normal or same as the Navi. And how do weapon levels work?

The attack adds that many to your roll, the rate of fire is the number of rolls per turn, and charge is you fire a special shot (that requires a full turn of no other shots being fired) and that number is added on top of the base attack number.

Actually, I have a few questions:
1.What would be the determinant for how much a NetNavi can move in a given turn? Some chips are balanced by their range so it is important to make it redundant not to pick sword and not run up to everything.
2.How would battle chips operate in the thick of the game?
3.What is the point of explaining the age of the NetNavis? They're programs; they look and act however they were designed, regardless of their age.

I didn't even notice the age part of the Net Navis. That should be removed. As for Battle Chips, take a more realistic take from them instead of what they do exactly in game. Think how it would look in the anime. Like the Cannon Battlechip can keep being used for a short while and is not just one shot like in the game.

Fair enough on the combat and chip side of things, but I had age as for a virtual, or appeared, age. I was also going to have it that opperator used netnavis can automatically switch chips out.

What about NetNavis all by their lonesome, and it should probably be clarified to be appeared age or just leave the requirment in the description of their appearance instead of having it as its own seperate requirment.

Just one, quick question: If we choose to create both a NetNavi and an Operator, could we choose to control both, or must we have the Operator be an NPC? Once this is answered, I believe I can begin making a sheet.

Both. However, the operator would be much more prone to the gm's whims than a netnavi is.

History: ConstructionMan began duty at a small construction company where he would act as a general mechanics program; basically, he would act out the inputs of each machine that didn't already have its own program. Eventually, the company was bought out and all the workers and programs disbanded, except for Ron Howitzer, who, out of a fondness for the program, decided to take in ConstructionMan to be outfitted and act as a personal defense program for his PC. As time passed, Mr. Howitzer began to ponder the idea of getting himself a NetNavi and going into this “NetBattle” thing but never acted upon it. Then, the new breed of virus showed up. This prompted him to finally buy a NetNavi and install ConstructionMan as the personality program. Now, ConstructionMan follows his duty as a NetNavi and amateur NetBattler, fighting for his operator until the day he is deleted.
Appearance: ConstructionMan is a big guy about one and a half times a normal NetNavi. He is mostly humanoid taking the look of a bulky robot who is primarily bright orange with black hands. His has no legs, them being replaced with a steam roller he balances himself on. He has an excavator on his back, similar to that on the back of a bulldozer, which can extend far enough to bash the ground in front of him. The last note is that his left forearm is slightly larger than his right which is done so that his left hand can insert itself into his forearm and reveal his Drill Blaster.

History: Former head technician of Lightning Works construction services, Ron spends his days living in relative comfort after the company buyout. He keeps himself busy as a local maintenance-man-for-hire in his community. He has never been known to take things too seriously. He started the construction services as a fun project with his friend, Mr. Lightning. He took in ConstructionMan because he admired his simplicity. He works around his neighborhood even though he is financially stable for the next few years. Even in the new virus crisis, he will treat the ordeal as a fun, new hobby he is currently getting into. He now continues his local job with a growing interest in the field of NetBattling.
Appearance: He is a somewhat tall man, often seen in a dress shirt, jeans, and a tie. He is not very strong or athletic. He looks the part of a man more suited to the labors of networking rather than physical labor or having a big social life.
