:EDIT: Hey. She's been told something that fits in with what she has seen. Everyone is indeed peaceful in the city, and there is quite a veriety of species there. But she will defend her old home if need be. Unless, of course, she is convinced that it's for the best.
Besides, it's integral to the plot! If Heidi changes, then it gives everyone else the chance to say yes or no to becoming one as well. Otherwise, they won't get the chance

I got very confused myself! Minerva called herself a fallen angel, and the city does, at first sight, appear to be a slave city. But, she's either really nice, or a damn good manipulator. Either way, Heidi trusts her a little now
