Hey,
I ended up staying up a little later than I wanted. It was a really bad day, and I thought I was going to botch my university and everything, but turns out my GPA is much higher than I gave it credit for, and that I have a lot more skills than I realized. So I ended up staying up writing CV's for the 220 job applications I filled out for the summer.
That being said, in regards to Ayame.
If you want to do a reboot of the rp. I am 100% going to back you up with that, since as you said, things kinda flopped without a plan (not in a bad way so don't feel depressed embarrassed OK?) My biggest suggestion would be to really discuss what happens in your version of the plot. There are none of the name characters to date, there is a new lady hokage, and while it seems to be a time of peace, what is really going on. This would lead to a better idea.
Mechanics are up to you. They need to be fluid enough they don't bog encounters down, intuitive enough so players understand them, and adequate at representing what you want. They also need to have luck influence them as little as possible. Personal I rather keep it free-form and just trust in the players, but it depends whether or not you are going to force conflicts between the groups. As it stands you have people working for evil, and less evil, so eventually fights will happen.
That's pretty much all I have to say, and try not to worry too bad.
