I don't know, it depends on when you are there mostly I think. If you go in the fall and stuff I think things die down quite a bit, and the natural forested area's are very beautiful as well. Lot's of banana slugs xD It's kinda cool. I don't know, the city itself is kinda crammed I think, and while the bus system isn't horrible in the sense of timing it's horrible because of the people that ride on them. The water is okay, not as good as a few places I know but it's better then a lot of places so i will give your uncle/friends that one. The people it depends on what part of portland you live in. Like if you live over in Gresham (I call it part of portland) My friend got his car broken into and they stole his radio system. Although something hilarious was he took the picture of the broken window, inside the back seat was a 1/3 winners scratch it. Seemed like an odd coincidence. Something that's about "luck" inside his broken windowed car.
@ Alchemist. That's true you now don't have a weapon. and in a broken world..I think the GM need's to use some magic and give you something xD
