If Felicia could understand James, I think Jenny will, too. I mean, dragons are commonly known for their wisdom and/or cunning, and in some mythologies, are even highly revered as the wisest creatures in the land. That whole "dragons are evil monsters of fire and death" thing is mostly from old European fiction, which often involve the more evil-centric "chromatic" dragons, who really are little more than giant, fire-breathing winged lizards; hell, it seems rare to think a dragon would speak at all in those tales, much less have any sense of morality.

In short, yeah, I think they can communicate.

the dragons granted the humans magic and they were the first ones on the planet that actually had coordinated movements and magical abilities. This all changed when the dragons went into civil war with each other. The dragons on the losing side granted humans magic only if the humans swore to go against their opponents. this plan backfired when humans decided to go against all dragons.

then there's the age of fire series in which (just read the book series...)

the dragons lived in more of a medieval way. This included a king and a queen. The village composed of 3 clans Wyrr, Skotl, and Anklene (http://ageoffire.wikia.com/wiki/Dragon_Breeds). They live have an army called the aerial host and the Firemaids. There are also child militia's that are composed of the Drakwatch and the Firemaids. They live this way to protect themselves from a allaince of Dwarves, elves, Blighters, and humans.
