Cycles of Worlds

Hello everyone !!!

As I have a lot of free time, I'm looking to create a Ragnarok Online like game as a huge fan of this one.
But my first issue is this one: which technology should I start with ?
If you don't know Ragnarok Online, I would say it's an advanced RPGMaker kind.
If you want to have a look, it's like this:

I don't know if I should go for Unreal Engine, Unity or I don't know what else can be used but if you have some tips, I would definitely appreciate it !

I'm not a graphism designer, just a dev but I'm not looking at the graphism until the gameplay satisfies me.

The concept of the game I want to develop is a gitgud game where you play as a spirit that goes through cycles of reincarnation and evolutions.
(you die, you start over, you reach some conditions, you evolve into another class/creature)
At the start, you have 2 obvious choices: play as a humanoid or play as a monster.
I plan to use a prologue with random events (where you can die) to simulate the childhood of the character.

I'm really at the beginning of this project with tons of ideas (like monsters that could be operated with more than 1 player and stuff like that, that would be fun to play as a hydra).

I'm planning to name the game Cycles of Worlds or CoW because the name's funny.
