There's a FAQ on ulmf about it:
Assuming you're using Windows XP:
  • You'll need your Windows CD.
  • Go into "Start" -> "Control Panel".
  • Open "Regional and Language Options".
  • Click on the "Languages" tab.
  • Check "Install files for East Asian languages", if it is not already checked. If you had to, then Windows will ask for your Windows CD, install files from it, and need you to reboot the computer after clicking OK.
  • Click on the "Advanced" tab.
  • Under "Language for non-Unicode programs", there is a dragbox that probably says "English (United States)". Change that to say "Japanese".
  • Click "Apply", then "OK".

On Windows 7:
  • get to the Control Panel some way or another (Start -> Control Panel)
  • Open the Region and Language window (Change keyboards or other input method)
  • Go to Administrative tab (you may need to log in as an administrator)
  • Click the Change system locale... button. Choose Japanese(Japan) in the drop down list.
  • Click OK to close all the windows opened until now. Restart when prompted.

The creator of D&P also has a thread over there where he talks about it occasionally.

But i have media edition of XP which to my knowledge contains no public disk.

Hey I found a flash game for brownies. Although it's not finished it's pretty well done. It's called Banned from Equestria (Daily). Its creator got banned from tumblr but he still has a fur affinity and an inkbunny account.

Another better way to do it is to instal Microsoft Applocale which was an extension made by Microsoft specifically to allow computers to work with non-Unicode languages.

And if the folders of a game are in Japanese or something you would need to open the .rar file with 7-zip and set it's language to Japanese before you can extract it or the file names will be broken.

I believe the program is done by a English speaker. If you go to ULMF.org i believe the author makes a thread for his game there.

Hello everybody I'm a super newbie in creating games'm working on a game called (Legend of Heroes Kitsuyo created with RPG Maker XP), you could just take a look and help me with this creation, I'm doing my best to make this game

besides that it's a side scrolling RPG game by the looks of it. Be careful linking to DLsite.com since some of their merchandise contains shorta and loli(ロリ). While i don't think LOK has a stated rule about Loli content, i feel this goes under common sense rule and some domain host will cut service if your sharing loli stuff.

FYI for anyone who doesn't know, loli is generally child porn in hentai(i don't believe it's a japanese word though). Their is a genera on anime that carters to this type of stuff. they're normally called lolipops. an example of this would be strike witches where you have about 10 different girls giving off panty shots all the time.

LoK has official stances on piracy, child porn, and Loli/Shota content.

No links to stolen content.

No links to child pornography, or sites that contain child pornography.

For all animated/drawn content with immature looking characters, their stated age must be above 18.

Does that means that lolicon is allowed if the author says that the characters are older than 18 years old? i've been thinking on making games with a little bit of loli content but i'm not sure it that's nice or even legal, so maybe if i say the character's ages are 18 years old?

My suggestion to you, is just don't mess around with lolicon content. It's not me pushing my ethics on to you but the fact that you have to ask the above question. It's just to much a pain and you're going have problems on other sites. For instances on ULMF.org you wont be able to post links to your blog because it contains "lolicon" content and their rules are stricter than LOK's.
